Certifying a document for use abroad

Legalisation certifies that a Finnish document is genuine and issued by an authority, so it's accepted abroad. The chain runs from a notary (DVV) through the Ministry for Foreign Affairs to the destination country's embassy and finally its Ministry of Foreign Affairs (MOFA). The required legalisation chain depends on the document and the country of use: the procedure can be an apostille alone, MFA + embassy, or DVV + MFA + embassy.

What does legalisation mean?

A foreign authority accepts a Finnish document only once it carries the right stamps. We collect them for you, the whole chain from start to finish.

  1. Notary certification

    A notary or the DVV first certifies the signature or copy in Finland.

  2. Foreign Ministry stamp

    The Ministry for Foreign Affairs confirms the notary's stamp. After this the document is valid for authorities abroad.

  3. Embassy stamp

    The destination country's embassy in Helsinki adds the final stamp its own authorities recognise.

  4. Ready to use

    You get the document back, ready to use in the destination country.

Good to know: the UAE, Kuwait and Qatar need the full chain, an apostille alone is not enough. For Saudi Arabia an apostille is sufficient.
