Iraq is not a member of the Hague Apostille Convention, so an apostille is not enough. For commercial documents the chain starts with the Chamber of Commerce endorsement before DVV, the MFA and the embassy. The wrong order sends the document back to square one.

Iraq legalisation in practice
Commercial documents go through the Chamber of Commerce
Documents legalised for Iraq are typically corporate: Certificates of Origin, commercial invoices, ISO certificates and company documents. The chain differs from other countries in that it starts with the Finnish Chamber of Commerce endorsement; only then follow DVV, the Ministry for Foreign Affairs and the Embassy of Iraq in Helsinki.
