The signature on the power of attorney is attested by a notary public, the first and mandatory step of the chain.

Ministry for Foreign Affairs
The Finnish MFA legalises the notary's or DVV's signature (€30 per signature).

Embassy legalisation
The document is submitted to the Qatari embassy by post with a prepaid return envelope. Processing takes at least 4–5 working days, and the embassy confirms the fee once it has received the originals.

Confirmation at destination
On arrival the document is attested at the Qatari Ministry of Foreign Affairs (MOFA). We brief the recipient in advance.
